Burnaby is British Columbia's third-largest city, home to about 249,000 people in the 2021 census, and it sits directly east of Vancouver along the Expo and Millennium Lines. Its neighbourhoods run from the towers around Metrotown and Brentwood to the single-family streets near Deer Lake and Central Park and the slopes of Burnaby Mountain below Simon Fraser University, so the right dog depends a lot on whether you have a yard or an elevator.

Burnaby's shelter is run by the BC SPCA. The City describes it as the City of Burnaby Community Animal Centre, operated by the BC SPCA, and it is where animal control brings strays and impounded animals. It is temporarily at 6229 Laurel Street, open 9:30 am to 4:30 pm Wednesday to Sunday, and reachable at 604-291-7201. Its adoptable animals are posted on the BC SPCA's own adoption site, and in our listings BC SPCA animals carry a Vancouver label whichever Lower Mainland centre holds them, so check both.
Animal control itself is a City service, separate from the centre: the Animal Control Office is 604-294-7944, seven days a week from 9 am to 5 pm, with the Burnaby RCMP non-emergency line after hours. The dogs below come from the rescue network around Burnaby, and every card shows the city the dog is actually in.
It helps to know how each rescue works before you apply. Loved at Last Dog Rescue is a foster-based Langley rescue that brings most of its dogs from overseas partner shelters. Heart and Soul Dog and Cat Rescue is a volunteer, foster-based rescue in the Fraser Valley. HugABull Advocacy & Rescue is a foster-based rescue registered in Abbotsford that focuses on bully breeds and places them across the Lower Mainland, and the Langley Animal Protection Society runs the Patti Dale Animal Shelter in Langley.
Foster-based rescues place dogs in private homes, so a meet-and-greet happens wherever the foster lives. Ask where the dog is before you plan the trip: a dog listed under Vancouver may be fostered in Burnaby, New Westminster or Coquitlam right now.
An adoption fee is not a price tag on the dog. It recovers part of the veterinary work the rescue has already paid for, and it is usually a fraction of what that work would cost you at a clinic. Adoptable dogs generally go home spayed or neutered, vaccinated and microchipped, and the fee often reflects deworming and a health check too.
Fees vary by rescue, and dogs brought in from overseas can carry a higher fee to cover transport, so confirm the figure and what it includes on the listing before you apply.
Every dog over four months old in Burnaby needs an annual licence under the City's Animal Control Bylaw. The current fee is $36 for a spayed or neutered dog and $70 for an unaltered dog if you buy by March 2, rising to $49 and $84 after that, and a household may keep no more than three dogs. One rule matters before you fall for a particular dog: the City licenses Staffordshire Bull Terriers, American Pit Bull Terriers and dogs with predominant pit bull characteristics in its vicious dog category, at $132 or $200 a year, and the bylaw attaches its own conditions to that category. If that is the dog you want, read those conditions first, and talk to a rescue such as HugABull that places these dogs across the Lower Mainland every week.
Burnaby pet stores cannot sell dogs or cats. Schedule E of the City's Business Licence Bylaw, added in 2018, lets a store adopt out only dogs and cats placed there by a municipal shelter or a registered rescue, at a fee capped at the store's costs. A puppy advertised for sale in Burnaby therefore comes from a private seller or a breeder, not a store.
A rescue dog needs time to decompress, and the 3-3-3 guide is a useful frame: about three days to feel safe, three weeks to learn the routine, three months to feel at home. Judge the dog at three months, not three days.
Keep early walks short and close to home, and keep the dog leashed outside the City's designated off-leash areas, since coyotes live across Metro Vancouver. Find your emergency vet before you need one. Canada West Veterinary Specialists on Kootenay Street in East Vancouver, right at the Burnaby line, runs emergency care 24 hours a day, every day of the year; your regular clinic may refer you somewhere else after hours, so ask.
